The I-15 South project will follow NEPA as described below (click image to enlarge):

 

1. Intent to Study – The Nevada Department of Transportation (NDOT) issued the intent to study letter on April 6, 2005. The letter of intent serves as official notice that a project is undergoing NEPA analysis. It provides a description of the proposed action, explains the goals and objectives of the proposed project, and identifies a contact person. The letter of intent solicits comments on the proposed project to ensure all issues are identified and evaluated.

2. Public Information Meeting – Individuals, groups, and agencies were invited to a Public Information Meeting held on Thursday, May 5, 2005 from 4:00 p.m. to 7:00 p.m. at the Enterprise Library. General information about the project can be obtained from the I-15 South NEPA Project Office located at 840 Grier Drive, Suite 140, Las Vegas, NV 89119.

3. & 4. Draft Environmental Assessment – The draft EA will consider all comments received during and after the Public Information Meeting. It will document the affected environment and evaluate the direct and cumulative environmental, social, and economic impacts of the proposed action and alternatives. A No Build alternative is always included in the analysis of impacts.

5. Design/Location Hearing – Copies of the Draft EA will be made available to agencies and the public for review. A public hearing will be conducted to present the findings and receive comments from all interested parties. As the NEPA process advances, locations where the Draft EA can be reviewed will be provided on the project website.

6. Final EA – After receiving comments from the public and other agencies and closure of the formal comment period, the Final EA will be developed and issued. Comments on the Draft EA Statement will be addressed and the preferred alternative will be developed based on analysis and the comments received.

7. Obtain Environmental Approval – Finding of No Significant Impact (FONSI) – Following distribution of the Final EA and a minimum 30-day review period, a FONSI will be prepared to explain the reasons for the project decision. Any mitigation measures incorporated into the project will be summarized.
